Will Google Adsense ban your account after you not logged in for lets say 1 year. No I really do not think so. For example I have a friend that never used his account and his website is not there anymore and he did not get banned or kicked out.

Maybe they will send you an email from time to time ask you to come back and make money but they have nothing to win by kick you out or ban you.

You can create your account and let it rest if you like there is not for the time being any risk that Google will ban your Adsense account.
