Google Adsense has opened a known issue page for you to check if the problem you having are already on the Adsense agenda or if you should report it. Google Adsense will also try to list when they system is down or have problems.

If you posted an issue you can follow the progress from the Adsense team on that issue on this page. For example there was a problem with the earnings last week people made less money then normal and you can follow that issue on this page, Google Adsense known Issue.
