Do you think Google doing the right thing with asking people to tell on fellow webmasters and are you going to tell on others site?

What happened if someone for example will hire some people to sit and just report competitors from rival websites? Can you really make a living of that? I mean people make a living from posting in forum and writing blogs

Will Google be flooded with reports or will the email inbox in the Google “police” office

Let me know what you think and are you going to report anyone?
